'Wrong decision': Police thought gunman was not 'active shooter' in Robb Elementary
Police waited to confront the shooter inside Robb Elementary School after an on-site commander decided the situation had changed from an active shooter to a barricaded suspect, according to Col. Steven McCraw, Director of Texas Department of Public Safety.
“From the benefit of hind sight where I’m sitting now, of course it was not the right decision. It was the wrong decision. Period.”
