One of the nine people arrested during what police called a ‘gang party’ at the Rio hotel-casino over the weekend appeared before a judge Tuesday morning.

Metro Police arrested Phillip Semper for allegedly carrying a concealed weapon at the hotel. However, a judge chose to release him because the state has not filed their criminal report yet.

Semper is due back in court on Thursday.
