A nationwide search is on for the little girl, 2-year-old Noelani Robinson, after her mother was gunned down in a Milwaukee neighborhood in broad daylight Monday.

Police say 24-year-old Sierra Robinson, who lives in the Las Vegas area, went to Milwaukee to pick up her daughter. Investigators say Noelani’s father, 34-year-old Dariaz Higgins, took Sierra and another woman for a ride before taking her to her daughter. But the meeting never happened.

An unidentified witness said they heard “shot after shot.

A new criminal complaint filed Wednesday in a Milwaukee court outlines an ambush.

The second victim, outlining to police the moment the shots rang out saying they were walking to an apartment building when Higgins started firing a rifle.

She felt pain in her stomach and turned to see Higgins shooting at her and Sierra. Then, she said he drove off in a dark SUV.

Authorities issued an Amber Alert with Higgins and little Noelani now missing for more than 48 hours. Police say he could have fled anywhere.

“It’s important to get those photos out to everybody and when I mean everybody Florida, Minnesota, Nevada everyone,” said Assistant Police Chief Steven Caballero, Milwaukee.

Higgins is a known pimp with a long rap sheet in several states for drug crimes and assault.  In Las Vegas, police arrested Higgins for sex trafficking and accepting the earnings of a prostitute in 2013.

Higgins admitted to police that he did use women as prostitutes and took their money but the case was later dropped.

“Please bring this baby back home safe,” said Shapayl Parker, sister of 2nd shooting victim.
