Judge Signs Restraining Order, Puppy Raffle on Hold

LAS VEGAS -- A judge has signed a temporary restraining order stopping the raffle of 27 puppies rescued from a pet store after an arson fire. Raffle tickets were supposed to go on sale Friday afternoon.

Donald Thompson, the estranged husband of co-owner Gloria Lee, wants the puppies so he can turn them over to an animal rescue group. His attorney, Jacob Hafter, filed for the temporary restraining order Friday on behalf of Thompson to stop The Animal Foundation from finding homes for the puppies through a money-raising raffle. Hafter says the county did not follow proper procedures and his client wasn't given a fair shot to reclaim the dogs.

"Why did Clark County sit on those puppies for a month before they released their administrative hold? Then why did they rush through the process to reclaim this?" Hafter said.

Lee, and her alleged co-conspirator Kirk Bills, are accused of setting the Prince and Princess Puppies and Boutique on fire with the puppies inside.

Meanwhile, Bills was indicted by a Clark County grand jury Friday. He is facing numerous charges for arson, burglary and attempted animal abuse. He is being held on a $310,000 bail.

The Animal Foundation says the raffle was approved by the Gaming Control Board and the Clark County Commission.

"We're just trying to make it as fair and equitable to everybody," said Andy Bischel with The Animal Foundation.

Tickets to the raffle were set to go on sale Friday afternoon for $250 each. Instead, The Animal Foundation sent out a statement saying the raffle was postponed and it could not comment further due to pending litigation.

A court hearing has been set for Tuesday, March 11.
