LAS VEGAS -- The father of a 2-year-old girl who drowned earlier this month has been arrested and charged with child neglect or endangerment with substantial bodily harm.

Metro Police arrested 26-year-old Francisco Vidal, otherwise known as Frank Vidal, last week.

According to police, Vidal did not properly watch his daughter Khloe on the day she died. He told the girl's mother and a police dispatcher that he had taken a nap instead of watching the toddler.

Vidal told the girl's mother, when she got home from work at around 5:30 p.m., that he had not seen his daughter since about 9 or 10 a.m. that morning.

Khloe was found in a neighbor's pool about a half hour after her mother returned home from work. Medical personnel tried to revive her but could not. They rushed her to Centennial Hills Hospital where doctors tried to revive, but it was noted by medical staff that rigor mortis had already started to set in.

According to the arrest report, an officer who was at hospital talked with Vidal and asked him to come to the hospital to help the girl's mother. Vidal responded that he did not believe him that his daughter was dead.

Friends of the girl's mother told police that Vidal used methamphetamine and that he had a history of not properly watching his daughter.

They also told police that Vidal had been violent with the victim's mother. They said they didn't think Khloe was safe around him because of his drug use.

Vidal told police that he had taken pain pills during the day, but denied using drugs. He did admit to police that he had been asleep for seven to eight hours while he was the sole caregiver to his daughter.

He also admitted to police that the front door of the home was not locked after the girl's mother left for work. He also told police that he knew the girl's mother could not lock the door her self because she did not have the keys.
