LAS VEGAS -- Minutes of Southern Nevada Water Authority Board Meetings, as provided on the water authority's website, fail to list general manager Pat Mulroy as present at the following five meetings:
Oct. 18, 2007 -- Agenda highlights included: approval of an agreement with the U.S. Fish and Wildlife Service to conduct a joint fish study; approval of an agreement with Clark County, Las Vegas, North Las Vegas, Henderson and the Clean Water Coalition to create the Las Vegas Valley Watershed Advisory Committee; approval of a $2.4 million contract to Contri Construction for the Duck Creek isolation valve and a $3.9 million contract to the same company for a magic rate of flow control station; approval of $8 million to help fund oversizing of the "Cactus 2538 Zone Reservoir Inlet/Outlet Pipeline"; approval of a memorandum of understanding with other states and federal agencies to address aquatic nuisance species in the lower Colorado River; and a staff update on drought conditions in the Colorado River Basin and status of discussions among the seven basin states regarding "shortage criteria" and operation of the reservoirs.
Aug. 21, 2008 -- Agenda highlights included: approval of a $3.1 million contract to Wiser Construction for wetlands-related work; approval of a $2.8 million contract to TWC Construction for a fleet maintenance and electrical maintenance facility; authorizing implementation of a sub-meter assistance program for well users in the Las Vegas Valley; approval of an agreement with White Pine County related to payments in lieu of taxes associated with the authority's ranches in White Pine County; and a staff update on the drought.
March 18, 2010 -- Agenda highlights included: approval of a $500,000 contract to Native Resources Nevada for a riparian lands fuel reduction and restoration project; approval of an agreement related to Colorado River water banked in Arizona; approval of an agreement with the Bureau of Reclamation to collect field data and water quality samples from Lake Mead; and a staff update on the drought.
May 19, 2011 -- Agenda highlights included: adopting a final budget for fiscal year 2011-2012; authorizing Mulroy to negotiate a professional services agreement for a study of the authority's rates and charges; and a staff update on the drought. (NOTE: Mulroy planned a trip for May 19-20 to speak at the University of Michigan's Global Sustainability Conference in Ann Arbor, Mich. The Las Vegas Review-Journal, in a story on May 20, 2011, quoted Mulroy in reference to the budget and rates/charges in the context of the board meeting but it's not clear from the story whether she was at the meeting or contacted by the newspaper outside the meeting.)
June 21, 2012 -- Agenda highlights included: Public comment and board discussion of the authority's infrastructure surcharge, including negative remarks related to the impact the surcharge was having on businesses and residents; approval of a power exchange agreement with NV Energy to enable the authority to manage its power costs effectively and with more reliable delivery; and a staff update on the drought. (NOTE: Mulroy was in Paris from June 16 through June 25 to attend the Association of Metropolitan Water Agencies Sustainability & Adaptation Workshop and crisis management training.)
Mulroy was listed as in attendance at board meetings on Jan. 20, 2011, Sept. 15, 2011, and April 19, 2012, even though she had out-of-town trips planned on those dates.
