LAS VEGAS -- A mother has been charged in the death of her 1-year-old son, according to the criminal complaint filed against her.

Etsegenet K. Welday, 39, is facing charges of murder and child abuse and neglect with substantial bodily harm in the March 22, 2011 killing of Noah Behre.

On the evening of March 22, a fire department dispatcher received a call that a 1-year-old boy was not breathing and the family was performing CPR in the 2600 block of Red Rock Street.

Las Vegas Fire Rescue responded and took the child to University Medical Center, where he was pronounced an hour later.

Welday told Metro Police officers that Noah began vomiting in his playpen, according to the police report. She told officers she cleaned the boy and changed his clothes. She said she fed him macaroni and cheese right after he vomited.

She also told officers her son only ate two spoonfuls and then she fed him whole milk. Afterwards, she sat with him on the couch to watch television. He then began to vomit again. Welday said she took Noah's temperature and it was normal. She said she took the boy to a UMC Quick Care center that morning.

She told officers a nurse took his vitals and released him back home without medication because he was under two years old.

She told police she did not have any paperwork to prove she had visited a clinic and left there after 15 minutes when she was told by an unknown nurse that her son was OK.

She brought the boy back home and bathed him in a bathtub with cold water because she did not have heated water.

After the bath, she said Noah started vomiting again. When he stopped vomiting, he fell asleep on the couch. Welday said she noticed his breathing was becoming faint and he was gasping for air about 2 p.m. She said he stopped breathing right before she called 911.

A neighbor who liVed in the apartment under Welday's told police her apartment had been damaged from flooding in the upstairs apartment. When paramedics arrived, the boy was in full cardiac arrest and his lips were blue. His body was already cold, according to the report.

She told officers she is a single mother and also has a 3-year-old daughter. Welday is being held at the Clark County Detention Center.
