LAS VEGAS -- The two former water officials accused of money laundering and bribery for their role in the sale of waters rights to the local water district made their first appearance in a Clark County courtroom Thursday.

Robert Coache was the deputy state engineer with the state's Division of Water Resources until he retired a year ago. His alleged co-conspirator, Michael Johnson, was the chief hydrologist for the Virgin Valley Water District until last August.

Police say Coache and Johnson used their positions of power to shuffle water rights to a Bunkerville landowner. That man sold the rights to the Southern Nevada Water Authority for $8.4 million.

Police say they have a large paper trail that connects the men to the sale, but the attorney defending Coache said authorities have it all wrong.

"It's clear that the State of Nevada doesn't understand water law and what occurred here. The water that was sold is the same water that we used in our shower this morning and drank in our coffee," said attorney Bret Whipple.

Metro said there may be other arrests in the case.

Bail was set at $250,000 for each man and they are required to be back in court on May 25 for a preliminary hearing.
