I-Team: 3 Time Felon Set on Opening Medical Clinics

    Barry Michaels is a three time felon who spent investors' money on himself and paid the price. Now Michaels has big plans -- an airline and low cost medical centers. Inside, Investigative Reporter Jonathan Humbert takes a look at this man's checkered history.

We weren't sure what to expect from Barry Michaels this time around. Back in May, we revealed his true history for the first time -- the three felonies, spending $300,000 of investor money on himself and the surrendered chiropractor's license.

He was trying to create a low cost airline and a medical clinic, regaining trust after years of punishment for financial crimes.

But on a recent warm night, Barry had a band, some brats, and new hope for MiniCare. Michaels welcomed us in and offered a tour. He showed off the clinic rooms, but also his new business license from the city.

In May, we raised questions about Michaels' felony record. Why was he allowed to operate given his history? He operates in a no-man's land of regulation. Because MiniCare is essentially a private practice for his doctors, the state does not investigate who owns the clinic. The same goes for the city.

Michaels has his non-profit exempt status from the IRS, so the city says this is an administrative matter. Michaels never had to go before the council to get approval. In fact, nothing would bar a three-time felon from operating this kind of clinic. At no point does anyone actually investigate who runs the business.

No one from the city or IRS would agree to an interview to explain further.

Even with the license in hand, donations have not been pouring in. "I'm going to guess under $1,500 from day one," he said.

Right now, Michaels is trying to secure malpractice insurance -- perhaps tough to get because of his background. Until then, he has no firm opening day. "I don't have anybody on staff because I can't officially hire anybody until I know when it's going to happen," he said.

Michaels asked nearly every local politician to make an appearance at his party. The only person the I-Team saw was a representative from Senator John Ensign's office. We called for comment and to know if the senator knew about Michaels' criminal history. We did not get a call back.

Michaels is set on repairing his reputation one clinic at a time. He promises not to perform any medical procedures or any medical work at the clinics. Right now he has one full-time physician working with him as a partner.
